Does Anyone Remeber This ?

I have another memory(or was it a hallucination ?-That's what I'm trying to find out) of a cartoon I saw when I was a kid. It was this satirical cartoon about dining etiquette, and I only remember snatches of it. I remember a fish not being cooked enough, and flopping/flying around the room and the people running around trying to catch it...And the part I remember most vividly is while they are discussing dining utensil etiquette, they say not to use the utensils for anything other than eating, and that is when one of the characters grabs a knife and threatens the person sitting next to him/her/it(it's hard to tell, they're not human characters) The threatened character gets up and runs away. And then, the threatener says(in a very cartoony voice) "A thousand pardons, i was most revolting".
I remember watching it and rolling on the floor laughing. And I still quote the "A thousand pardons, i was most revolting" line.
So, did anyone else ever see it ?
